First things first
Make sure you have permission from the moderators before trying any of this. Make a topic in the support forum asking if you can ban someone from posting in your topic and wait for the moderators to answer to your topic. Ignore anyone else that isn't a moderator because they'll likely mock you for trying to accomplish such great act. They are just jealous.
Once you get an answer from a moderator, you will have to act according to what answer you got.

This is the part everyone has been waiting for; it is finally time to ban people from posting in your topic. The moderators certainly should have given you permissions to moderate your own topic, and if this is correct, you should see a menu on the top of the page that says "Moderate"; of which you can open and find all the actions you will need in there.
Available actions are: ban member, lock topic, set sticky, report to cyber police
Choose the option 'ban member' and choose to ban the member who is bothering you.
